Leavitt: foreign companies deny access for US officials

HHS secretary Michael Leavitt says foreign companies can often deny US officials access to their facilities without adverse consequences, and amending the Federal Food, Drug and Cosmetic Act to give the FDA extraterritorial jurisdiction would help the situation.
