Democratic candidate John Edwards called for a two-year moratorium on TV ads for new drugs, saying consumer advertising drives up costs, and asserted that companies spend twice as much on marketing and administration as they do on R&D. Echoing provisions stripped from 2007's FDA Amendments Act, Edwards wants mandatory FDA pre-approval of drug ads and stiffer penalties for untruthful spots.
