The Biotechnology Industry Organization named a Democratic insider to lead its lobbying efforts. Matthew Schumaker, who becomes managing director, federal government relations at the trade group, joins from the Democratic Congressional Campaign Committee and was previously executive director of the House centrist group the New Democrat Coalition. 
 
GSW Worldwide named Michael Burchill senior interactive art director and Clint Smith senior editor at its Newtown, PA office. Burchill joins from Ignite Health, where he was associate creative director, and Smith joins from CDM Princeton, where he was  group editorial supervisor. The agency also named Dawn McHugh VP, account director for its New York office. McHugh was previously VP, account supervisor at Draftfcb.
