California-based biopharma Maxygen announced that James Sulat, currently director of the company, will become CEO on October 1, 2009. Sulat will replace Russell Howard, who will leave the company, along with chief financial officer Larry Briscoe, on September 30, 2009. The management shuffling is a result of Maxygen’s joint venture with Astellas Pharma, according to a company release. In addition to CEO, Sulat will also serve as the company’s chief financial officer.

Weber Shandwick appointed Laura Schoen to chair, Latin America. Schoen’s newly expanded role at the company will focus on driving business in Latin American countries, particularly Brazil, Mexico, Colombia and Chile, according to a statement. Schoen will continue to serve as president of Weber Shandwick’s global healthcare practice.

Saatchi & Saatchi Healthcare Innovations (SSHI) announced the hiring of Annemarie Armstrong as EVP, director of account leadership. Armstrong was most recently SVP, director of account management at Mangos. SSHI’s clients include Sanofi Pasteur, Wyeth, AstraZeneca and others, according to a release.
