Health and Human Services has dialed back expectations for enrollment on healthcare exchanges for the coming year to between 9 and 9.9 million, as opposed to the 13 million the Congressional Budget Office projected earlier this year. USA Today reports that the CBO based its estimates before 2014’s enrollments had been tallied.
