Questcor Pharmaceuticals has tapped Steve Cartt as executive vice president of commercial development. Cartt was the senior director of strategic marketing for Elan Pharmaceuticals, where he led a team responsible for developing and optimizing Elan’s Central Nervous System product portfolio.
